Rais John Pombe Magufuli amekuwa wa kwanza tangu mfumo wa vyama vingi kuanza nchini kutumia muda mrefu kutangaza Baraza la Mawazi kutokana na kile wasomi, wachambuzi wa siasa kusema pengine anapata wakati mgumu kupata mawaziri watakaoendana na kasi yake. Katiba ya mwaka 1977 inamtaka Rais kumteua waziri mkuu ndani ya siku 14 tangu alipoapishwa na kulipeleka jina lake bungeni, lakini katiba hiyo ipo kimya kuhusu uteuzi wa mawaziri, hivyo Rais anaweza kutumia muda wowote. Wakati Rais mstaafu, Benjamin Mkapa alipoingia madarakani mwaka 1995 aliteua baraza la mawaziri Novemba 28, siku tano baada ya kuapishwa, Jakaya Kikwete alitangaza Baraza la kwanza Siku 14 baada ya kuapishwa na Dk Magufuli hadi sasa, siku 25 zimepita tangu aapishwe Novemba 5, mwaka huu hajafanya hivyo. Kazi ambazo Rais Magufuli ameanza kuzifanya bila mawaziri ni kuzuia safari za nje, kuzuia sherehe za Uhuru na kuanza kupambana na wabadhirifu wa fedha za umma. Wasomi hao wakilinganisha alichokisema kwenye hotuba yake ya ufunguzi wa Bunge, walisema kuwa ana njozi za Tanzania aitakayo huku akieleza wazi kuwa anatambua kuna mawaziri, wabunge wanakula rushwa na akibainisha wazi hana imani kama waliomo ndani ya CCM wanakula pia. Mhadhiri kutoka Idara ya Sayansi ya Siasa ya Chuo Kikuu cha Dar es Salaam, Elijah Kondi, alisema kuwa sababu za Magufuli kuchelewa kutaja Baraza la Mawaziri ikilinganishwa na Serikali zilizopita inatokana na utendaji wa Mawaziri wa Serikali iliyopita, wengi hawakufanya vizuri na baadhi yao hata ushindi wao wa ubunge una maswali mengi. Alisema tayari ana njozi za anachotaka kukifanya, anapata wakati mgumu wa ni nani mtu sahihi wa kumsaidia kutimiza njozi zake, hata ndani ya CCM baadhi yao hawaaminiki na amekuwa akisema hivyo mara nyingi. Alipozungumzia rushwa pia hakusita kuwahusisha walio ndani ya CCM, japo siyo moja kwa moja. “Inawezekana waliopo wengi anaona hawawezi kuendana na kasi yake, pengine hata wale anaoona wana afadhali walishawahi kupata kashfa mbalimbali, huku yeye akiwa na njozi za kuanza upya na watu wenye utashi wa mabadiliko ya kweli na ya wote, ”alisema Kondi. Profesa George Shumbusho, mhadhiri wa Chuo Kikuu cha Mzumbe alisema Rais anapata wakati mgumu kuteua mawaziri kutokana na changamoto alizozitaja siku ya kuzindua Bunge kuwa nyingi na nzito, zinazohitaji watu makini kuzitekeleza. Alisema analazimika kufanya upembuzi yakinifu kujua ni nani na atashughulikia eneo gani kama anavyotaka yeye, liendane na kasi na utendaji wake. “Ninachokiona anataka kuunda baraza makini hataki kurudi na kuhoji utekelezaji wa kazi, kingine anahitaji aunde litakalokaa muda mrefu na kufanya utekelezaji badala ya kuunda lingine kwa muda mfupi, ”alisema Profesa Shumbusho. Alifafanua kuwa hataki kukurupuka na kujilaumu baadaye kutokana na utendaji usioridhisha unaoweza kujitokeza asipokuwa makini, ndiyo maana anachukua muda na kujaribu kuonyesha ni jinsi gani inawezekana kusimamia vitu na vikaenda. “Kwa kuangalia kasi yake, unaona kabisa anapata wakati mgumu kupata viongozi watakaofanya kazi kwa lengo moja ya mageuzi na mabadiliko, ndiyo maana anachukua muda ili akija nalo liwe makini, ” alisema Mallya. Mhadhiri wa Idara ya Sayansi ya Siasa, Chuo Kikuu cha Dar es Salaam, Richard Mbunda, alisema kwenye mitandao ya kijamii kuna utani unazunguka kuwa kwa kasi yake anaweza kufanya kazi hata bila kuwa na mawaziri. “Ni utani, lakini ukiuchunguza mara mbili unaona kabisa hata wananchi wameona anachokifanya na wanahitaji kukiona hicho kutoka kwenye Baraza lake,” alisema. Alisema kasi yake na kubana matumizi alikoanza nako anahitaji kuwa makini kwa sababu alitamka anataka kuwa na baraza dogo la mawaziri. Alifafanua kuwa kwenye Serikali ya Awamu ya Nne mwaka 2005, mawaziri na naibu wao idadi yao ilikaribia 60, wakitumia mashangingi yanayokula mafuta, posho, hivyo ili kudhibiti hilo atachukua muda pia, ikiwamo kuvunja baadhi ya wizara kama ataona itafaa na kumsaidia anachotaka kukifanya.

Why Google and Apple Are Failing in India

Google and India have been unable to sway mass conversion in India. Here’s why: Most of the Western world views Google and Apple through the lens of omnipotence: they are simply so huge and so popular that it’s unfathomable their presence could be negligible in other countries. But that, according to a 50% drop in Apple’s market share in India since the beginning of this year, is precisely the case. Though the iPhone 6S started selling in India on October 16th, Apple only currently holds a 2% smartphone market share in the subcontinent. Why? Because introducing a luxury item to a country that has a 35% poverty rate may have been a bit too optimistic. Apple has been trying to sell its older phones at deep discount and partnering with cellphone carriers to offer zero-down phones, but still the beloved brand struggles to gain a foothold. India has over 1.2 billion people, just behind China, and that number represents enormous untapped smartphone adoption rates. While Apple has found its stride in China, it shouldn’t have expected to yield the same success in India, and that points to a cultural blindspot. That misstep is something Google is starting to understand: its Android One is a total flop.  How could Google–which set out to sell 5 million units in India–could have misjudged its consumer base so poorly? Three reasons: 1. Price Neither Google nor Apple is marketing to the impoverished, that’s for certain, but both fail to understand the economic differences between India and China. The GDP of China is $9.24 trillion–India’s is $1.87. That GDP translates to a giant per capita difference. Workers in India have been taking home substantially decreased pay since 2010 and now roughly half the country lives on about a dollar per person per day: at that rate, it would take three years to afford a $1,000 iPhone. So, no matter how many Indians may  want  an Android One or an iPhone, it’s simply an impractibility. 2. Competition Samsung currently controls about 24% of the smarphone market in India and that’s because it offers cheap phones with big screens. Chinese smartphone maker Xiaomi has sold over 3 million smartphones in India since it entered the market last July. Though most Americans have never heard of Xiaomi, it is massively popular in China and has Hugo Barra at its helm. As the former VP of Android, Hugo Barra is a juggernaut in the tech world and well-poised to make tremendous strides in India. Xiaomi is a young company, but it is already valued at $46 billion and produced cellphones that are hip, powerful, and–most importantly–cheap. Smartphone manufacturers are flooding India with phones that look like iPhone 6’s at a quarter the cost, and there simply isn’t a compelling reason to fork over the money for an Android One when a similar phone can be had for a more attainable price. 3. Cultural Cachet iPhones have become status symbols in the US and China, but they haven’t reached that pinnacle in India. Social pressure goes a long way in convincing customers to buy something; without it, both Google and Apple find their marketing efforts infinitely more challenging. There’s another cultural factor that hasn’t yet hit India: debt. Americans are willing to go into debt to pay for a smartphone (or Louboutins or limited edition Star Wars figurines…), but the concept of slapping everything onto a credit card isn’t normalcy in many other countries. Indians are less concerned with visible shows of wealth than, say, Chinese or Russians, and less inclined to overextend themselves financially to obtain the newest smartphone. So for designers hoping to tap into India’s potential market, the lesson is clear: make it cheap, powerful, and give it a big screen. There has yet to be a single phone or company to spur the tipping point of India’s smartphone revolution, but with the right combination of price and design, it may not be far off.

Transmission Lines: From Lumped Element to Distributed Element Regimes

Delving further into the transmission line concept, the boundary between treating the line as a single lumped circuit element and using the distributed circuit parameters is investigated with a simple analysis in python. Circuit parameters for multiple waveguide geometries are shown. In the previous article Intro to the Long Transmission Line, the nature of the line parameters were derived from assuming that they could be considered distributed along the length of the line. The elements were modeled with series inductance per unit length z = R + j ω L and shunt admittance per unit length y = G + j ω C . These are combined into the  lumped  section of transmission line As discussed previously, at a certain length a wire must be considered for the effects it has on the overall system as a circuit element. Until the wire approaches such a length, it can be approximated as a singular lumped element whose values depend on the geometry of the waveguide and the medium it is made of. For an arbitrary geometry, the values for R, L ,C, and G can be derived given a few assumptions we will take for granted. Using the arbitrary waveguide profile in Figure 2 with transverse electric-magnetic waves (TEM) and fields E ¯ and H ¯ , with cross sectional surface area S. The voltage between conductors C 1 and C 2 are assumed to be V 0 e ± j β z and the current is of the form I 0 e ± j β z . Some common geometries of waveguide are coaxial, two-wire, and parallel plate. To save you the computations that were just introduced, their values for inductance, capacitance, resistance, and conductance are as follows: Where the complex permittivity constant ϵ = ϵ ′ + j ϵ ′′  and permeability constant μ = μ 0 μ r are unique to the materials used. Given that we have the transmission line in terms of the circuit elements we are familiar with, why not just treat the entire line as the classification of the regions where the approximation of the transmission line as a single lumped element works accurately is referred to as short and medium length transmission lines. This is just to contrast when the model used must be the distributed element model when the transmission line is considered long. To illustrate the difference between the regimes of analytical treatment of the transmission line, the different models are compared in a simulation for increasing lengths of line. From short-lines into the long-line regime, the analysis shows behavior of the load voltage (V­L) using lumped and distributed element calculations for a lossless transmission line (where R=G=0). The frequency dependence is shown in the form of the line length being a multiple of wavelength. Depending on circuit sensitivity, the distributed model for transmission lines starts deviating from the simplified lumped element model between line length of 0.01x and 0.1x the wavelength of the signal. This simulation uses a load impedance that is close to the impedance of the transmission line, so the reflections are relatively small. The specific threshold for relfection tolerance is determined by the application. Long transmission lines for utility power transmission can have a lower tolerance due to the large amounts of power being transmitted, so even small reflections can be of the magnitude of hundreds of kilowatts. Control an Arduino with Bluetooth

Harness the power of Bluetooth to communicate with your Arduino! This is part two of a series, which will focus on using Bluetooth to communicate with an Arduino. Bluetooth is one of the popular wireless communication technologies because of its low power consumption, low cost and a light stack but compensates on range.  Requirements An Arduino Any model of the Arduino can be used, but all code and schematics in this article will be for the Uno. An Android Smartphone with Bluetooth Check if your phone has Bluetooth by navigating to “Wireless and Networks” under settings. HC-05 Bluetooth Module This module is the most popular Bluetooth module out there. The basic version is pretty inexpensive. The hassle of having to connect wires between the module and the Arduino can be avoided by using a Bluetooth Shield or a version in the Bee shape, the BTBee  and a Bee shield. Android Studio USB cable for the Arduino Setting Up the Hardware To use the HC05 module, simply connect the VCC to the 5V output on the Arduino, GND to Ground, RX to TX pin of the Arduino, and vice versa. If you are using the BTBee module with the shield, set the jumpers on the board so that the DOUT pin and D0 pins are shorted and DIN and D1 pins are shorted. This is done because the RX pin on the Arduino is Pin 0 and the TX pin is Pin 1. You are free to use any other pins as the RX and TX Pins, but you will have to use the SoftwareSerial Library of the Arduino to enable that. Do remember to remove the jumpers while uploading code to the Arduino if you have selected Pin 0 and 1 as Serial pins. Connecting the HC05 Module Jumper connected to Pins 0 and 1 on the BTBee shield If the module is being used for the first time, you’ll want to change the name, passcode etc. To do this the module should be set to command mode. Connect the Key pin to any pin on the Arduino and set it to high to allow the module to be programmed. If you’re using the BTBee, it’s a little tricky. While the official wiki says that the Mode Button must be held to change it to Command Mode, and releasing it changes it back to Data Mode, it doesn’t happen that way: instead, hold the Mode button, then quickly press and release the Reset button. You will notice that the Status LED blinks slower than usual. To program the module, a set of commands known as AT commands are used. Here are some of them: AT Check connection status. AT+NAME =”ModuleName” Set a name for the device AT+ADDR Check MAC Address AT+UART Check Baudrate AT+UART=”9600″ Sets Baudrate to 9600 AT+PSWD Check Default Passcode AT+PSWD=”1234″ Sets Passcode to 1234 All the set commands return “OK” when they are executed successfully. Here’s some code to change the name. All data–outgoing and incoming–will have to go through the module. Interfacing the module is that easy. To see how this works, let us connect a DHT-11 Temperature Sensor to the Arduino. When the letter “t” is received, the temperature, humidity, and heat index will be transmitted back. To use the DHT-11, the DHT library by Adafruit is used. Baada ya agizo la Rais John Magufuli kutembelea hospitali ya Taifa Muhimbili..aliagiza badhi ya mambo kufanyiwa utekelezaji ikiwemo mashine za CT Scan na MRI ambazo zilikuwa na matatizo kutengenezwa ili kuwasaidia wagonjwa. Leo Katibu mkuu wa Wizara ya Afya Donan Mbando ametembelea hospitali hiyo na kukagua maeneo mbalimbali na kuzindua duka la dawa la MSD pamoja na kukagua mashine za CT Scan na MRI ambazo kwa sasa tayari zimeanza kufanya kazi kama kawaida. Mengine kutoka katika taarifa yake Mbando amesema kumekuwa na changamoto ya kuwapeleka wagonjwa wengi nje ya nchi ikiwemo wa moyo, figo na saratani lakini kama Serikali wamejitahidi kuhakikisha wanajenga uwezo wa kuhakikisha huduma hizo zinapatikana ndani ya nchi. Wagonjwa wanaokwenda nje ya nchi sasa kutibiwa ndani ya nchi … “Hawa wagonjwa tungewapeleka nje tungetumia zaidi ya milioni 500, mwaka huu tumetenga bajeti bilioni 5 ya kuwaleta wataalam kuja kufanya kazi hapa ili kupunguza gharama ya kusafirisha wagonjwa, mfano sasa hivi ukitembelea India kwa sasa wagonjwa wengi ambao walikuwa wakipelekwa huko wamepungua sana, na itafika wakati kutakuwa hakuna kabisa wagonjwa kwenda kutibiwa nje” … Donan Mbando . Watalamu wa mafunzo kutoka Marekani tayari wamewasili nchini.. ”Kuna wataalamu kutoka Serikali ya Marekani ambao tayari wamewasili na kutoa mafunzo itasaidia kupunguza gharama kupeleka wagonjwa nje ya nchi, tungewapeleka nje ya nchi tungetumia milioni 500, tulitenga bajeti bilioni 5 bajeti ya mwaka huu kwa kuleta wataalam kuja kufanya kazi hapa, naamini tunapojenga uwezo kwa wataalam wa hapa nyumbani itasaidia kupunguza gharama.. Kuhusu deni la mashine za MRI na CT Scan Mbando aliongeza kuwa… “Haiingii akili ninakupa kifaa kinakuingizia mapato bado unataka Serikali itoe fedha za matengenezo, tumetoa amelekezo kuwa baadhi ya mapato yatengwe kwa ajili ya kutengeneza vifaa tiba. “Kila hospitali za Mikoa na kanda zitenge bajeti ya kutengeneza vifaa vyao, mfano una mashine inayokutengenezea kiasi cha milioni 100 kwa mwezi bado unataka mtu mwingine atoe pesa yake kukutengenezea kifaa hicho, siyo sahihi?…Serikali imenunua vifaa tiba kwa ajili ya kutoa huduma kwa hospitali zote nchini. Kuhusu deni la MSD Mbando alisema .. .”Tunatakiwa kama Serikali kuchangia bilioni 10, tumelipa milioni 42 na tumeweka programu maalumu ya mapokezi ya dawa kwamba kila anayetaka kutusaidia msaada wa dawa ziwe hazijapungua matumizi kuanzia miezi sita na kuendelea, deni lililobaki tutaendelea kulilipa kwa utaratibu, jumla ya deni tunalodaiwa ni zaidi ya bilioni 120 lakini lililohakikiwa na mkaguzi mkuu wa Serikali ni bilioni 53 na tutaliingiza kwenye bajeti yetu” … Mbando. Rais Magufuli Kukutana na Wafanyabiashara Leo

RAIS John Magufuli anatarajiwa kukutana na wafanyabiashara na wawekezaji jijini Dar es Salaam leo. Hii itakuwa mara ya kwanza kwa Rais kukutana na ujumbe wa wafanyabiashara na wawekezaji tangu aingie madarakani. Taarifa iliyotolewa jana na Baraza la Biashara la Taifa (TNBC) jijini Dar es Salaam, Rais Magufuli atakutana na jumuiya hiyo Ikulu kwa nia ya kufahamiana na kuona namna ya kushirikiana kufikia malengo ya maendeleo katika kipindi cha miaka mitano ijayo. Katibu Mtendaji wa TNBC, Raymond Mbilinyi alisema katika taarifa hiyo kuwa, Rais Magufuli anataka kuzungumza na jumuiya hiyo, kujadiliana kwa pamoja ili kuwa na picha ya namna ya kufikia maendeleo yanayotarajiwa. “Serikali kama mdau mkubwa sana wa masuala yanayohusu biashara na uwekezaji, inataka kufahamu kero zilizopo ili kuongeza kasi ya kuzitatua,” alisema Mbilinyi katika taarifa hiyo. Akifafanua zaidi alisema, serikali ya awamu ya tano inaamini katika ushirikiano wa dhati wa sekta binafsi na umma kutaleta ustawi wa nchi na watu wake. Katika hotuba ya ufunguzi wa Bunge la 11, Rais Magufuli alielezea nia ya serikali yake kufanya kazi kwa karibu na wafanyabiashara na wawekezaji nchini. TNBC ambayo Rais ndiye Mwenyekiti wake, ni chombo kilichoundwa kwa shabaha ya kujenga jukwaa la majadiliano kati ya sekta binafsi na umma.

WATU wawili wakiwemo Mwanasheria na Mwalimu, wamepandishwa kizimbani katika Mahakama ya Hakimu Mkazi Kisutu, Dar es Salaam wakikabiliwa na mashitaka ya kula njama za kumuua Mwenyekiti wa Tume ya Taifa ya Uchaguzi (NEC), Jaji mstaafu Damian Lubuva na familia yake. Washitakiwa hao, Mwalimu Samwel Gikaro (30) na Mwanasheria Angela Mbonde (32) walifikishwa mahakamani hapo jana na kusomewa mashitaka mbele ya Hakimu Mkazi Thomas Simba. Wakili wa Serikali, Hellen Moshi alidai kati ya Oktoba 23 na Novemba 16, mwaka huu katika maeneo tofauti Dar es Salaam na maeneo mengine nchini, washitakiwa na wengine ambao hawajafika mahakamani, walikula njama za kumuua Jaji Lubuva na familia yake. Washitakiwa walikana mashitaka na upande wa Jamhuri ulidai kuwa upelelezi wa kesi hiyo unaendelea na kuomba tarehe nyingine ya kutajwa.    Wakili wa upande wa utetezi, Moses Kaluwa ambaye alifika mahakamani hapo kwa niaba ya Wakili Peter Kibatala, aliiomba mahakama itoe dhamana kwa washitakiwa kwa kuwa mashitaka yanayowakabili yana dhamana. Wakili Moshi alidai Jamhuri inatambua mashitaka hayo yana dhamana kisheria, lakini inaomba dhamana izuiliwe kwa muda hadi watakapoona inafaa kwa sababu ya asili ya kosa, washitakiwa hawawezi kuwa nje wakati upelelezi unaendelea. Hata hivyo, Wakili Kaluwa alidai sababu zilizotolewa na upande wa jamhuri hazina msingi kisheria, suala la msingi ni mashitaka yanayowakabili kuwa na dhamana na washitakiwa wapo tayari kutimiza masharti yatakayotolewa na mahakama. Hakimu Simba alisema pamoja na mashitaka hayo kuwa na dhamana kisheria, kutokana na kosa pamoja na hatua ya upelelezi, mahakama imekubali hoja za upande wa jamhuri hivyo washitakiwa watakuwa rumande. Bunge la Uingereza hii leo linatarajia kupiga kura kuiruhusu nchi yao kujiunga na mapambano dhidi ya kundi la dola la kiisilamu la IS nchini Syria. Waziri mkuu wa Uingereza , David Cameron ambaye ari yake ya kuliangamiza kundi hilo la dola la kiisilamu imeongezeka zaidi hasa baada ya mashambulizi ya mjini Paris anatarajiwa kuongoza mjadala bungeni unaotarajiwa kuchukua zaidi ya saa kumi katika kuelekea upigaji kura huo. Mawaziri nchi humo wanaimani kwamba wabunge watapiga kura ya ndiyo kuunga mkono hatua hiyo hali ambayo inaashiria kuwa ndege za kijeshi za Uingereza zitaanza mashambulizi kulilenga kundi hilo la dola la kiisilamu huko nchini Syria kabla ya kufikia mwisho wa juma hili. Cameron amesisitiza ya kuwa hatua za kijeshi zinahitajika sasa ili kuzuia mashambulizi kama yale ya yaliyoua watu 130 mjini Paris mwezi uliopita, lakini pia akiongeza kuwa hatua hiyo itaenda sambamba na juhudi za kidiplomasia zinazoendelea sasa katika kushughulkikia mgogoro wa Syria. ” Nitajitahidi kujenga hoja na nina imani kuwa wabunge wengi kutoka katika vyama vyote wataniunga mkono ” alisema waziri mkuu Cameron katika kuelekea kura hiyo: Hata hivyo baadhi ya wataalamu wa masuala ya kisiasa na ya kivita, wanasema wabunge kadhaa na raia wa kawaida wanaonekana kuwa na mashaka. Senkondo alisema kufanya mikutano kwa njia ya video kunamfanya mtu asisafiri na hivyo kuepukana na ajali, kutopoteza muda awapo safarini na na kupata wasaa wa  kukaa na familia yake. “Kuanzishwa kwa TaGLA kumeongeza uwezo wa kufanya kazi kwa ubunifu zaidi, kwa njia ya kisasa, kwa maamuzi zaidi ya kiuendeshaji kwa kuangalia kila mara mahitaji ya wadau na kutumia mbinu za soko katika utoaji wa huduma bora”. “Kabla ya kukuwa kwa teknolojia watu walikuwa wanasafiri umbali mrefu kwenda kushiriki mikutano hivi sasa wamepunguza safari zisizo na umuhimu.  Mtu atasafiri katika mikutano ya umuhimu tu zamani ilikuwa lazima mtu aje sasa hivi anafuatwa popote alipo na kuletwa katika video conference”, alisema Senkoro. Senkondo alisema wakala hiyo imeweza kutoa mafunzo kwa viongozi wakiwemo mawaziri, wakuu wa taasisi mbalimbali za umma na binafsi na kuleta urahisi wa vikundi na watu waliotengwa kijiografia kuonana, kusikilizana na kukubaliana kwa wakati mmoja. “Wakala kwa kushirikiana na Ofisi ya Rais Menejimenti ya Utumishi wa Umma kwa kutumia mitandao ya teknolojia imeweza kufundisha watendaji wakuu wa Taasisi za Serikali, wakurugenzi wa Halmashauri za wilaya zote na wakurugenzi wa rasilimali watu wapatao 1,200 mfumo wa malipo ya mishahara kwa watumishi wa Serikali (HCMIS) Lawson version 7”, alisema Senkoro. Mkurugenzi  huyo mtendaji alizitaja changamoto wanazokabiliana nazo kuwa ni fikra potofu juu ya matumizi ya TEHAMA na kukubalika kwa kasi kwa teknolojia  na kuwaomba waandishi wa habari pamoja na wadau wengine kuelimisha wananchi kuhusu umuhimu wa matumizi ya Tehama. Senkoro alisisitiza, “Tunawaalika wadau mbalimbali wakiwemo taasisi za Serikali na zisizo za kiserikali, waandishi wa habari, watu binafsi na asasi za jamii watumie huduma zetu ambazo tunazitoa kwa gharama naafuu kuweza kuwafikia wadau wengi kwa muda mfupi bila kujali umbali au changamoto za kijiografia.  Wakala wa Mafunzo kwa njia ya Mtandao umewezesha kufanyika kwa mahakama kwa kutumia mikutano ya video katika kesi mbalimbali kwa kutoa ushahidi wake kwa njia ya video na kusaidia kupunguza gharama  na kuhamasisha maamuzi na hivyo utoaji wa haki katika kesi husika. Akizungumza jijini Dar es Salaam katika mahojiano maalum na kituo cha runinga cha Azam, Masaju amesema amekuwa akisikia kupitia vyombo vya habari kuhusu taarifa za kuwepo matamko hayo kutoka kwa baadhi ya wakuu wa mikoa. Thomas Kashilillah akitoa heshima za mwisho kwa kwa mwili wa aliyekuwa Mkurugenzi Msaidizi Shughuli za Bunge Marehem Hellen Mbebha ambapo mazishi yake yalifanyika katika kijiji cha Kung’ombe wilayani Bunda mkoa wa Mara tarehe 01/12/2015. Aliyesimama ni Mkurugenzi wa Shughuli za Bunge Bi. Nenelwa Wankanga. Makamishna wa Tume ya Utumishi wa Bunge Mhe. Kangi Lugola na Mhe. Abdulkadir Shah wakiweka shada la maua kwenye kaburi la marehemu Hellen Mbebha. Watoto wa marehemu Helen Mbebha, Nassoro na Nasra, wakiwa na Babu na Bibi yao wakati wa mazishi ya mama yao kipenzi. Mama mzazi wa marehemu Hellen Mbebha akiwa hajiwezi wakati wa kuusindikiza mwili wa binti yake makaburini huko Wilaya ya Bunda kijiji cha Kung’ombe. Mhe. Rose Kamili (Mb) akiongoza wabunge wanawake kuweka shada la maua juu ya kaburi la marehemu Hellen Mbebha. Hii ndyo ilikuwa safari ya mwisho ya marehemu Hellen Mbebha hapa duniani. Serikali kuendelea kuimarisha Sekta ya Uvuvi

Baadhi ya Maafisa kutoka Wizara ya Maendeleo ya Mifugo na Uvuvi wakifuatalia mkutano wa Wizara hiyo na waandishi wa habari uliofanyika leo Jijini Dar es salaam. Waandishi wa habari kutoka vyombo mbalimbali vya habari wakifuatilia mkutano kati yao na Wizara ya Maendeleo ya Mifugo na Uvuvi ambao pamoja na mambo mengine ulibainisha kuwa Serikali imejipanga kukomesha uvuvi haramu hapa nchini hasa kwa kutumia mabomu kwa kushirikiana na Ofisi ya Rais,Wizara ya Mali asili na Utalii, Wizara ya Nishati na Madini,Wizara ya mambo ya Ndani na ile ya Katiba na Sheria.

Tanesco kuondolewa katika uzalishaji umeme, Wind EA kuanza kuzalisha mwishoni 2017

Kamishna wa Nishati na Maendeleo ya Petroli Mhandisi, Hosea Mbise akizungumza katika mkutano wa tatu wa wawekezaji na wadau wa nishati ya umeme ujulikanao kwa jina la Powering Africa uliodhaminiwa na kampuni ya Wind East Africa. Mkurugenzi na Mwanzilishi wa kampuni ya Six Telecoms Rashid Shamte akizungumza na waandishi wa habari kuhusiana na mradi wa umeme wa upepo wa Singida kupitia kampuni ya Wind EA ambao unatarajiwa kuanza uzalishaji rasmi mwishoni mwa mwaka 2017. Shamte alisema hayo wakati wa mkutano wa tatu wa kimataifa wa kuiwezesha Afrika katika utatuzi wa nishati ya umeme umefanyika Dar es Salaam leo. Kulia ni Mkurugenzi wa Mradi huo, Mark Gammons. Mkurugenzi wa Maendeleo ya Biashara wa kampuni ya Wind East Africa John Chaggama akifafanua jambo kuhusiana na uwekezaji wao wa Umeme wa Upepo uliopo mkoani Singida. Chaggama alisema mradi huo utatatua tatizo la nishati hiyo hapa nchini mara utakapoanza rasmi uzalishaji mwishoni mwa mwaka 2017. Wakizungumza katika mkutano wa kimataifa wa uwekezaji katika sekta ya umeme, Kamishna wa Nishati na Maendeleo ya Petroli Mhandisi, Hosea Mbise na Mwanzilishi na Mkurugenzi wa wa kampuni ya Wind East Africa, Rashid Shamte walieleza mkakati uliopo katika kuboresha sekta ya umeme nchini ambapo baada ya muda, Tanesco itakuwa na kazi ya usafirishaji tu huku kazi ya uzalishaji ikifanywa na kampuni kama Wind EA. Mbise alisema kuwa alisema uzalishaji wa umeme unahitaji uwekezaji wa hali ya juu ikiwamo kutoa fursa kwa kampuni mbalimbali kuanza kuzalisha umeme kwa manufaa ya Taifa. Kwa mujibu wa Mbise, hatua za awali za kuliondoa Shirika hilo la umeme nchini kuwa mzalishaji wa nishati hiyo umeanza na ifikapo 2022, Shirika hilo halitajihusisha na uzalishaji wa umeme zaidi ya kazi ya usafirishaji tu. “Kwa utaratibu huu, Tanesco sasa itaondoshwa katika mchakato wa kuzalisha umeme na kubaki kuwa msambazaji, hatua tayari zimeanza kwa kuangalia madeni yaliyopo Tanesco na jinsi ya kuyafuta sanjari na kuwachukua watumishi wa Tanesco. “Ifikapo 2022 hatutakuwa na Tanesco katika uzalishaji wa umeme bali umeme utazalishwa na kampuni mbalimbali na mkakati uliopo ni kwamba hadi kufikia 2030, asilimia 70 ya Watanzania wawe wamefikiwa na huduma ya umeme,” alisema Mbise. Kwa upande wake, Shamte alieleza kuwa mradi wa umeme wa upepo wa Singida kwa sasa upo katika maandalizi ya kina kuanza na mwaka ujao watakamilisha taratibu mbalimbali kwa mujibu wa sheria za uwekezaji. Shamte alisema kuwa mradi huo ambao utazalisha 100 Mega Watts mbali ya kutatua tatizo la umeme, utaufanya mkoa wa Singida kubadilika kwa kupata maendeleo makubwa kiuchumi, biashara na hata kijamii. Alisema kuwa mkataba mikataba ya kumalizia uwekezaji wamradi huo itasainiwa mwanzoni mwa mwezi ujao (Januari 2017). Mkurugenzi wa Maendeleo ya Biashara wa kampuni ya Wind East Africa, John Chagama alisema, mradi wa umeme wa upepo utakapokamilika utawanufaisha Watanzania hasa wakazi wa Singida ambako mradi huo unaanzishwa. “Kwanza utasaidia kutoa ajira kwa wakazi wa Singida, lakini pia utawanufaisha Watanzania hasa wa kipato cha chini kwani umeme utakuwa wa gharama nafuu,” alisema. Chagama alisema kuwa umeme wa upepo ni mradi wa kudumu na utawafanya watanzania kupunguza gharama za maisha kwani bei ya umeme itashuka.

Vigogo TRA Wakutwa na Mamilioni Nyumbani Kwao

Siku  chache baada ya kigogo mmoja wa Mamlaka ya Mapato Tanzania (TRA), kubainika kumiliki nyumba 73, wafanyakazi wengine wa mamlaka hiyo wamekutwa na mamilioni ya shilingi waliyoficha majumbani mwao. Taarifa kutoka ndani ya TRA zinapasha kuwa tangu Waziri Mkuu Kassim Majaliwa awasimamishe kazi maofisa kadhaa wa mamlaka hiyo, Jeshi la Polisi kwa kushirikiana na kitengo cha uchunguzi cha mamlaka hiyo, hivi sasa wapo kwenye msako wa kubaini ukwasi wa wafanyakazi wake. Kwa mujibu wa gazeti la Mtanzania, juzi maofisa wa kitengo cha uchunguzi kwa kushirikiana na Jeshi la Polisi, walifika katika eneo la Tegeta Salasala wilayani Kinondoni na kuvamia nyumba mbili za wafanyakazi wa mamlaka hiyo. Katika nyumba hizo, wafanyakazi hao kila mmoja alikutwa na kiasi kikubwa cha fedha ndani kuliko kiwango cha mshahara anaolipwa. “Walivamiwa wafanyakazi wawili (majina yanahifadhiwa), ambapo katika kila nyumba zilikutwa fedha nyingi. Kwa mtu wa kwanza zilikutwa Sh milioni 200 na yule wa jirani yake pia alikuwa na zaidi ya shilingi milioni 150. “Tangu kuanza kwa msako huu wafanyakazi wengi wamekuwa hawana amani kabisa, na hata wengine wanasema wazi kama wangekuwa na uwekezaji wa nje ya nchi wangeondoka kabisa nchini,” kilisema chanzo cha gazeti hilo. Kutokana na hali hiyo, baadhi ya wafanyakazi hivi sasa wamelazimika kuzikimbia nyumba zao na kuishia kulala hotelini huku wakienda kazini wakiwa na hofu. Hivi karibuni, vyombo vya habari viliripoti kuwa Kamishna wa Forodha wa TRA, Tiagi Masamaki, aliyesimamishwa kazi pamoja na vigogo wengine wa mamlaka hiyo kutokana na upotevu wa kontena 349 zenye thamani ya Sh bilioni 80, amebainika kumiliki nyumba 73.

WATU wawili wamefariki dunia Papo hapo baada ya Gari walilokuwa wakisafiria lililobeba Magazeti ya Mwananchi, The Citizen na Mwanaspoti kwenda mkoani mkoani Mbeya kupata ajali Eneo la Kitonga Wilaya ya Kilolo mkoani Iringa. Ajali hiyo imetokea leo alfajiri baada ya dereva wa Gari hilo kujinusuru kugongana uso kwa uso na gari jingine, hivyo kulazimika kuingia nyuma ya lori na kupelekea kifo chao. Kwa mujibu wa Wakala Afisa mauzo wa magazeti ya Mwananchi Mkoa wa Iringa Alex Kadea ambae alifika Eneo la tukio ameithibitisha kutokea kwa ajari hiyo alipokuwa akizungumza na mwandishi wa matukiodaima  kuwa waliofariki dunia wote wawili walikuwa ni madereva wa Gari hilo.

Magufuli Aitaka TRA Kutoa Mashine za EFDs Bure.

Rais wa Jamhuri ya Muungano wa Tanzania, Dk. John Magufuli, ameishangaa Mamlaka ya Mapato Tanzania (TRA), kwa kutogawa bure Mashine za EFDs, na wao kubaki na kazi ya kukusanya mapato. Akizungumza katika mkutano wa wafanyabiashara na wawekezaji jana jijini Dar es Salaam, ulioandaliwa na Taasisi ya Sekta Binafsi (TPSF) na Baraza la Biashara la Taifa (TNBC), alisema muda uliopotea na kodi ambayo haikukusanywa wakati wa mvutano na wafanyabiashara ungetosha kununua mashine mpya na kuwagawia. “Kama mnajua mashine hizi ni halali na ni zenu, wapeni bure kazi yenu iwe ni kukusanya kodi, ni hesabu rahisi sana isiyohitaji kwenda chuo kikuu kuwa muda uliopotea na fedha hazifiki bilioni 12 zingetosha kununua na iwe kazi ni kukusanya kodi,” alisema. Awali katika salamu zake, Mwenyekiti wa Jumuiya ya Wafanyabiashara, Jonson Minja, alimpongeza rais kwa kazi kubwa aliyofanya Bandarini na TRA kwa kuwa imewezesha kodi kukusanywa kwa usahihi na kwamba kipindi cha nyuma fedha nyingi zilipotea, kutokana na mfumo wa ukusanyaji kodi kutowekwa wazi. Aidha, alisema mashine za EFDs zitatumika kwa wafanyabiashara wote mwakani, kwa kuwa changamoto zilizosababisha mvutano baina yao na serikali zimemalizika. Aidha, alimtaka rais kufuatilia kwa karibu ukwepaji kodi katika sekta isiyo rasmi na kwamba kukiwa na mipango madhubuti serikali itaweza kupata kodi kwa wananchi wote. “Kasi ya rais inatupa matumaini makubwa sana, tunachoweza kusema, Mungu akubariki akupe hekima na nguvu…tunaomba uimarishe viwanda vya kati na vidogo ili malighafi zisisafirishwe kwenda nje, bidhaa ambazo zitasaidia kukuza uchumi na kuimarisha shilingi dhidi ya Dola ya Marekani,” alisema. Tangu mwaka juzi kulikuwa na mvutano mkali baina ya wafanyabiashara na TRA, ambao waligoma kutumia mashine hizo hadi serikali itakaposhughulikia kero zao ikiwamo bei ya mashine, utitiri wa kodi, ukwepaji kodi na urasimu uliopo. Wafanyabiashara kwa umoja wao waliitisha mgomo nchi nzima na kumekuwa na mazungumzo ya mara kwa mara na serikali, ambayo wakati mwingine hayakufikia ukingoni, hatua iliyofanya baadhi ya viongozi wa wafanyabiashra kukamatwa. Minja alikamatwa na Polisi mkoani Dodoma mwaka jana, na kuswekwa ndani, jambo lililofanya wafanyabiashara kuitisha mgomo wa siku tatu hadi serikali itakapoeleza alipo kiongozi wao. Baadaye ilibainika anashikiliwa na Polisi mkoani humo, na alipandishwa mahakama ya mkoa na kusomewa mashtaka ya kuchochea mgomo wa wafanyabiashara nchini. Baadaye mahakama ya mkoa ilimuachia huru kiongozi huyo.
